Sutter Health has unveiled plans for a major expansion in Northern California’s East Bay, including a new flagship medical campus in Emeryville.
The development, part of a more than $1 billion investment, aims to improve access to healthcare services across the region.
The project will include a 200-bed acute care medical center, an ambulatory care complex, and multiple specialty care clinics. The Emeryville campus, located on a 12-acre site at Horton and 53rd streets, will feature outpatient services, imaging and diagnostic facilities, urgent care, and an ambulatory surgery center.

Sutter anticipates the first outpatient services to open in 2028, with the medical center expected to begin operations between 2032 and 2033.
“Our Emeryville campus project represents one of the most significant investments we’re making across our system over the next decade,” said Warner Thomas, president and CEO of Sutter Health. “Too many people face challenges in accessing the care they need. At Sutter, we’re committed to breaking down those barriers — expanding care facilities, enhancing imaging capabilities, improving online appointment scheduling, and collaborating with the Sutter East Bay Medical Group and our community physician partners.”
Sutter’s plan also includes the transition of acute care services from its Alta Bates campus in Berkeley to the new Emeryville medical center. Once the transition is complete, the Alta Bates site will be repurposed to house an ambulatory surgery center, urgent care services, and possibly skilled nursing.
Behavioral health services at Sutter’s Herrick campus in Berkeley will also be expanded to address growing demand. The facility will offer acute, crisis, and outpatient care for mental health and substance use disorders.
Additionally, Sutter is renovating a medical office building near the Ashby BART station in Berkeley, which will open in spring 2025. The 10,000-square-foot facility will provide primary care and OB/GYN services with 20 exam rooms staffed by 10 providers.
By 2028, Sutter plans to add 95 primary care physicians across the East Bay. Other planned investments include the $400 million Stanford Medicine Sutter Health Cancer Center in Oakland, slated to open in late 2026, and emergency department renovations at multiple sites.
